Yes and no. I can see where you're coming from. But it still doesn't take anywhere near the experience of driving in snow, slush and ice.
However, I concede your point about bad drivers who don't have enough experience.

As an Albertan, this is a major concern for me. I can add 5+ layers of clothes and survive the cold, but there is NOTHING to be done when it's ridiculously hot out/in my house since I don't have or normally need AC.

Agreed. It is much easier to get warm than it is the other way around. Only downside, it still sucks to work outside in the cold when dexterity is called upon of your hands.
